Abstract

This study aimed to explore the role of international human resources planning and development (training, participation in decision making, motivation, and oversight) as an entry point to raise the level of efficiency and effectiveness by: defining development and planning each one by one and linking it to the concept of human resources to identify efficiency, effectiveness. In addition to introduce suggestions and recommendations to the firms, and to future research in similar topics. A sample (80) employees of Zain Communications company was taken, working in human resources departments. (71) resolutions deemed fit for analysis recovered. The most important research findings that there is positive statistically significant influence for human resources management practices (training, participating in decision-making, motivation, and oversight)) in raising the level of efficiency and effectiveness. The study recommends that the department should rely on the empowerment of employees on their willingness to assume responsibilities, and outsourcing like consultants is another option, consultant that can lead the process.
