This study addresses the role of authorities in regulating the use of digital intelligence technology, paving the way for the optimal use of artificial intelligence systems, software, and applications in a manner that is objective, transparent, secure, and confidential. This study takes into account the user's right to privacy and expression, while seeking to avoid the risks and harms that may arise from the rapid and unprecedented development of these technologies and their applications. This necessitates those competent national authorities enact a legal framework capable of adequately regulating the uses of digital intelligence without infringing on the rights of others. Such a framework must include legislation, regulations, administrative directives, and decisions, as well as empower the judiciary to issue relevant judgments and compensate those harmed by the use of such technologies, and impose penalties on violators of the law and public order. It also highlights the government's role in developing policies, strategies, and mechanisms for implementing and achieving the objectives of regulation and institutional development, in accordance with globally recognized norms and ethics of the use of artificial intelligence.
